In 1995, he received the Diploma in Electrical Engineering from the Universidad de Los Andes, Merida, Venezuela. In 1998 and 2001, respectively, he received the M.S. and Ph.D degrees in Electrical Engineering from the University of Delaware. From 1996 to 2001, he was a Research Assistant in the Department of Electrical and Computer Engineering, University of Delaware. Since 2001, he has been a full time Professor in the Electrical Engineering Department at the Universidad de Los Andes. He has been as a visiting professor at Universidad de Buenos Aires, Argentina in 2004 and held a postdoctoral position in the University of Delaware in 2008-2009.
